Any attempt to hijack the deal for Simons has reportedly been ruled out.
Tottenham, meanwhile, have reached a €60 million (£51.8 million) agreement with Leipzig for the 22-year-old midfielder.
Personal terms have also been finalized, and Simons successfully completed his medical on Thursday. The move is now awaiting final clearance from Leipzig before being officially announced.
Matt Law confirmed via X that Chelsea’s interest never progressed beyond informal discussions, leaving Spurs in pole position to secure Simons’ signature.
The Dutch international is expected to be Tottenham’s fifth major signing of the summer.
Spurs turned to Simons after missing out on Crystal Palace’s Eberechi Eze, who chose to join Arsenal despite long-standing interest from Tottenham.
Earlier in the window, they also failed to land Morgan Gibbs-White from Nottingham Forest. The urgency to reinforce their midfield stems from injuries to key players.
