The Mirror reports that Arteta has approved comprehensive changes to pave the way for fresh recruits during the summer transfer window.
The report indicates that Raheem Sterling and Neto will not be returning to Arsenal once their loan deals expire.
Sterling, who joined Arsenal from Chelsea, and Neto, who came from Bournemouth, will both return to their parent clubs at the end of their loan periods.
This season, the 30-year-old Sterling has played a limited role, scoring just one goal in 18 matches.
Neto, on the other hand, has made only one appearance for Arsenal.
Kiernan Tierney, Thomas Partey, and Jorginho are all set to leave the Emirates as free agents, with their contracts expiring in the summer.
Although Tierney and Jorginho were linked with moves away in January, Arteta retained them due to injury concerns.
Tierney had been associated with Celtic, while Jorginho was in talks with Flamengo.
Partey, meanwhile, has featured in 23 league games and every Champions League match this season.
The Ghanaian midfielder is in his fifth season with Arsenal after his transfer from Atletico Madrid.
Additionally, Oleksandr Zinchenko and Jakub Kiwior will depart Arsenal after falling down the pecking order.
Zinchenko, signed from Manchester City, has made eight league appearances this season, while Kiwior has also played eight league games.
While the departure of these seven players won’t generate significant transfer funds, it will free up the wage bill ahead of new signings.
