Last season, Fermin featured 46 times for the Catalan side across all competitions, contributing eight goals and ten assists.
According to the Catalan outlet Sport, United have officially declared their interest and are expected to make a formal bid in the region of €70m (£61m) for the 22-year-old.
The publication states that both Barcelona and Fermin’s representatives are informed of United’s plans, with a possible transfer expected to unfold ‘within weeks’.
Chelsea, Arsenal, and multiple teams from the Saudi Pro League are also said to have made approaches for the talented midfielder.
Despite the widespread interest, Fermin has reportedly maintained a strong desire to continue his career at Camp Nou.
However, Barcelona’s ongoing financial constraints could force their hand, and Sport suggests the club would be open to selling Fermin if United finalize their proposal.
Meanwhile, Mundo Deportivo reports that Barça’s new manager, Hansi Flick, prefers to keep Fermin as part of his squad.
The youngster extended his contract in October, securing his place at the club until 2029. The agreement includes a massive €500 million (£436m) release clause.
