The goalkeeper spent last season on loan at RC Strasbourg, where he impressed under manager Liam Rosenior, helping the team secure European qualification.
Many expected him to return to Chelsea this summer and compete for the No. 1 spot alongside Robert Sanchez and Filip Jorgensen, with promising youngster Mike Penders also in the mix.
However, Petrovic is not the only omission—Joao Felix, Axel Disasi, and Raheem Sterling have also been excluded from the squad.
Chelsea view the Club World Cup as an extension of the previous season and have opted to maintain continuity by leaving out players who spent the season on loan.
The only exception to this rule is Andrey Santos, who also played at Strasbourg but has been included in the squad.
