United believe they have been in the pole position to sign Fred for the last few months as Manchester City have diverted their interest towards Jorginho.
United had feared that Paris Saint-Germain were in the running to sign the midfielder and were not prepared to wait for his decision until after the World Cup.
According to Gianluca Di Marzio , Manchester United have agreed a deal to sign Fred from Shakhtar Donetsk.

Fred and his agent will be in Liverpool next week as Brazil play Croatia in a friendly against Croatia at Anfield and they could complete the deal then.
Mourinho is desperate for United to secure their targets before the World Cup kicks off and the club’s hierarchy made it clear to Fred’s camp that they would not allow the deal to drag.
