The FA’s charges stem from Chelsea’s own disclosures, alleging violations of rules concerning agents, intermediaries, and third-party ownership between 2009 and 2022. These alleged breaches could potentially lead to limitations on future transfer activity.
The investigation centers on deals made between 2010 and 2016, during Roman Abramovich’s tenure, and runs separately from an ongoing Premier League inquiry. Chelsea previously faced transfer bans in 2009 and 2019, and will be hoping to avoid a third.
Nonetheless, the club is already preparing for the January window, reportedly targeting a high-profile signing to bolster Enzo Maresca’s squad—though securing the player is expected to come at a steep cost.
“The west London giants will now focus on Aston Villa star Morgan Rogers as one of their top targets for January or next summer,” according to reporting by Caught Offside.
“Chelsea’s interest in signing Rogers is no secret, with the England international having been on their radar during the summer, while other top clubs have also been impressed by his form for Villa.”
Rogers is quickly emerging as one of football’s most sought-after talents, though he remains tied to Aston Villa with five years left on his current deal.
The 23-year-old has had a challenging start to the season at club level, but his standout performance in England’s dominant 5-0 victory over Serbia on Tuesday has reignited interest.
Villa are expected to fight to retain him, but a substantial offer could prove hard to resist—especially given the financial pressures clubs face under today’s regulatory landscape, which often demands profitable player sales every few seasons.
Meanwhile, Chelsea are exploring other options as well, with several standout performers from Serie A and Ligue 1 reportedly on their radar.
“Juventus’ Kenan Yildiz is on Chelsea’s radar, along with Lyon’s Malick Fofana,” says Caught Offside.
“Rogers is well liked by Chelsea’s recruitment team, but Yildiz and Fofana are two other names to watch if a deal proves too expensive or complicated to get done.”
Chelsea are likely to be fined in relation to the 74 new charges and could face an additional suspended transfer ban.
